Lakes Committee
Minutes of the March 28, 2011 meeting
 1.      The Meeting was called to order at 6:00 P.M.  Compliance with the open meetings law was verified. Members present: Tim Helgeson, Bev Vaillancourt, Marcia Mercier, Jim Brandt. Absent: Dave Fuhrmann, Joan Whitehurst, Josh Ziegler.
2.      Motion by Jim, seconded by Tim to approve the agenda. Motion Carried.
3.      Motion by Marcia seconded by Tim, to approve the December 6, 2010, minutes. Motion carried.
4.      Public comment: none
5.      Officer Joe Prantner presented the 2010 summer boat patrol report. He noted that the majority of citations were for violations of the 200ft from shore statute regarding PWCs. Next in number were violations of the proper number of flotation devices. See attached report.
6.      Officer Prantner stated that the boat patrol plan for the summer of 2011 includes additional patrol on Lake Redstone using the pontoon boat as the budget will allow. Patrol on Dutch Hollow Lake will remain as in 2010.  
7.      Bev reported that the 2011 Dutch Hollow Lake ordinance was reviewed by the town board and has been forwarded to the Wisconsin Department of Natural Resources for its review and approval. Included in the ordinance were the newly recommended thresholds for emergency slow no wake on Dutch Hollow Lake.
8.      Officer Prantner presented three recommendations to the Lakes Committee for consideration (see addendum):
1)      An ordinance or policy restricting posting of signs or flyers on the town boat landing signs without prior approval by the town clerk. He brought to the attention of the committee a sign that had been affixed to a board and then stapled to the boat landing sign – damaging the sign. The committee discussed that the original plan was to include clips on the signboards for community signage. This remains the plan. A recommendation that a policy be created regarding authorization for all non-township related signs placed on the town’s boat landing signs will be forwarded to the town board for discussion.
2)      An ordinance restricting all but boat launching and landing during the hours of 10 p.m. to sunrise be considered for all town boat landings, Fox Court, Sec. 11, and Dutch Hollow Lake. He also suggested that the Town of Woodland adopt a similar ordinance, as well as the county consider one regarding the boat landing off Cty F. The committee agreed that this idea had value, and that all three town board landings should have the same restriction. Jim suggested forwarding the recommendation to the town board for discussion. There was a consensus that to do this.
3)      An ordinance restricting swimming and fishing at boat landings where boats are launched or debark. This will eliminate the problem of swimmers at the Dutch Hollow Boat landing, and prevent the same at Fox Court and Sec. 11
9.      AIS grant – Stephanie Mueller, project manager is having a difficult time getting teachers to agree to have UW Extension make AIS presentations in their classrooms. Weston is planned for April 6th.  However, presentations at Weston and Reedsburg HS have yet to be scheduled.
10.  The next meeting of the Lakes Committee will be at 6 p.m. on May 3, 2011. Tim moved to adjourn, seconded by Jim. Motion carried. Meeting adjourned at 7:20 p.m.
  Addendum:
 Suggestions for town policy/ordinance needs presented by Officer Prantner:
 Law Enforcement Issues
1.        Ordinance closing the following boat landings from 10:00 pm to sunrise to anyone not engaged in loading and \ or unloading a boat .   Fox Court,  Section II,  Town Landing on Dutch Hollow.
 2.        Ordinance prohibiting the posting of any message, advertising, etc on any Town sign or Information Board  without prior written approval by the Town Clerk.
 3.        Ordinance prohibiting the swimming or fishing from any boat landing pier or area immediately adjacent to the pier where boats are loading or unloading.
