DRAFT Plan Commission Meeting Minutes

LaValle Town Board

 

  1. Meeting called to Order by Bev Vaillancourt at 6:00 PM.
  2. Roll call: Present – Bev Vaillancourt, Tom McManamy, Darrick Geitz, Jack Roloff and Dick Fish.

Absent - none

  1. Motion to adopt agenda made by McManamy. Second by Fish. Motion approved.
  2. Motion made to approve the minutes from the last meeting made by Fish. Second by McManamy. Motion approved.
  3. Public Comment: None
  4. Mark and Brenda Staude CSM of property on LaValle Road in NE ¼ of NE ¼ of Section 1.  Reviewed and discussed. Motion to approve by Roloff.  Second by Fish.  Motion approved.
  5. Steve Sorenson with Sauk County Planning and Zoning discussions:
    1. Special Exception Permits – Sorenson brought copies of the documentation on Special Exception permits for properties identified at last meeting.  Each one was reviewed and discussed.  The copies were left with the Plan Commission to put on file for future reference by the Township.  It was also brought up that he has not heard anything on the Karen Geitz property as of yet, but wanted to assure the Township that the deadlines stated would be hard deadlines and not be moved again.  If Steve hears nothing Planning and Zoning will take action on July 1st to resolve the issue. 
    2. Wind turbines were also discussed, Steve said that before any large turbines can be put in a land use permit will be required.  The county will be preparing ordinances that address some of the concerns with wind turbines and other new renewable energy technology.
  6. Review of  nuisance ordinances – The Plan Commission discussed  a sample ordinance and Steve Sorenson cited problems he sees in the county.  These include: junk yards, multiple un-licensed vehicles on property and hoarding.  These do fall under his jurisdiction although if there is a health issue the county will bring in the Public Health Department.  At this time the Township does not really have any jurisdiction and could enforce the county nuisance ordinance.  The Plan Commission recommended that the Town Board review the sample nuisance ordinance prior to the Plan Commission doing anything to identify areas they think we should concentrate on.  Vaillancourt will take this to the Town Board.
  7. Review the town CSM checklist – After reviewing McManamy made a motion to remove the 1st item on the check list which required submittal of the State’s CSM Checklist with the CSM.  Second by Roloff.  Motion approved.
  8. Shared Driveways – The Plan Commission discussed this issue and came to a decision that each case should be looked at to determine if it makes sense.  If a shared driveway is approved it should be put in the deed so there is no question how it is interpreted.  It was also decided that unless there is a safety issue all requested for shared driveway should be discouraged if it is possible to have separate driveways.
  9. Act 376 of the 2010 legislation affecting land use and land division regulations – This will be put on the agenda for the next meeting.
  10. Next meeting May 5th at 6:00pm.  If Vaillancourt is not available Fish will chair that meeting.
  11. Motion by Fish to adjourn, Second by Geitz. Motion approved at 7:15pm.
