Board Meeting Minutes
February 14, 2011
1. Chairman Brey called meeting to order at 6:00 p.m.
2. Roll call: Supervisor Vaillancourt-present; Supervisor Brandt-present; Supervisor Ziegler-present; Supervisor Lucht-present; Chairman Brey-present. All present.
3. Recited Pledge of Allegiance
4. Motion by Supervisor Vaillancourt seconded by Supervisor Ziegler: To adopt the posted agenda. Voice vote all aye. Motion carried.
5. Mr. Guy Neau started the listening session with a statement from the petitioners requesting the town board order a reassessment for the year 2010 before the 2011 assessment cycle.
5a. Motion by Supervisor Vaillancourt seconded by Supervisor Zeigler: To place on an agenda, that the Town
Board consider a compromise in lieu of the petition being presented to the DOR and that the Town Board
look for a different assessor to assess the town, not by Gardiner and hold a Special Board Meeting on
Monday February 21, 2011 at 7:00 pm, waiving the $150.00 fee for the special meeting. Roll Call:
Vaillancourt –aye;Brandt-aye; Ziegler-aye; Lucht-aye; Brey-aye. Voice vote all aye. Motion carried.
5b. Motion by Supervisor Lucht seconded by Supervisor Ziegler: To recesses board meeting at 7:30 for the
Public Hearing.Voice vote all aye. Motion carried.
5c. Town board back in session at 7:40.
6. Motion by Supervisor Lucht seconded by Supervisor Brandt: To approve the January 10, 2011 Board Minutes with noted correction of spelling error line item 8. Voice vote all aye, Motion carried.
7. Financial Report presented by Treasure Geitz.
7a. Motion by Supervisor Lucht seconded by Supervisor Brandt: To approve vouchers. Roll call:
Vaillancourt- aye; Brandt-aye; Ziegler-aye Lucht-aye; Brey-aye. Voice vote all aye. Motion carried.
7b. Motion by Supervisor Vaillancourt seconded by Supervisor Ziegler: To transfer $55,000.00
from LGIP # 1 to general checking and to transfer $480,592.55 from the regular tax
account to LGIP #1 account. Voice vote all aye, Motion carried.
8. Clerk report- Office will be closed on February 19, 2011.
8a. Motion by Supervisor Lucht seconded by Supervisor Brandt to approve paying online electronic checks.
Voice vote all aye, Motion carried.
8b. Motion by Supervisor Lucht seconded by Supervisor Brandt to approve Bi-weekly payroll for employees
working 20 hours or more per week to receive a payroll check. Voice vote all aye, Motion carried.
8c. Motion by Supervisor Lucht seconded by Supervisor Ziegler to approve Resolution number 2011-4
changing number of election officials per State Statues number 7.32. Voice vote all aye, Motion carried.
9. Police Report-Officer Prantner presented February’s administrated duty report. Officer Prantner is working on the 2011 annual report for the March board meeting. Officer Prantner requests to hire a part time officer to fill in with 2 night shifts. Officer Prantner commented on the Dutch Hollow Ordinance, item number 18, suggesting adding to the ordinance the Reedsburg Municipal ordinance and closing hours at the landings.

11. Motion by Supervisor Vaillancourt second by Supervisor Ziegler to: Adopt Certified Survey Map procedure Ordinance number 2011-1. Voice vote all aye. Motion carried
12. Certified survey map application fees to be collected when the application is turned in to the clerk.
12 a. Motion by Supervisor Lucht second by Supervisor Brandt: To move agenda line items 17 and 20
after line item 12. Voice vote all aye. Motion carried.
13. The board discussed having a written policy for employees and board members when contacting the town attorney. Tabled to be reviewed at the March board meeting.
14. Motion by Supervisor Lucht seconded by Supervisor Brandt: To adopt resolution 2011-3 to deny and disallow Kurtzweil claim dated January 18, 2011. Roll call: Vaillancourt-aye; Brandt-aye; Ziegler-aye; Lucht-aye; Brey-aye. Motion carried.
15. Motion by Supervisor Lucht seconded by Supervisor Ziegler: To approve letter of support for Dennis Marshall DNR grant. Voice vote all aye. Motion carried.
16. Motion by Supervisor Vaillancourt seconded by Supervisor Ziegler: To approve for clerk to attend the meeting at the WMCA on redistricting on February 23, 2011. Voice vote all aye, Motion carried.
17. Roll call: Five board members and the clerk will be attending the WTA district meeting at Wilderness Resort in Wisconsin Dells on March 5, 2011.
18. Motion by Supervisor Lucht seconded by Supervisor Brandt: To formally approve hiring Kevin Mc Intrye part time employee for Town of La Valle recycling center. Voice vote all aye, Motion carried.
19. Ordinance for Dutch Hollow Lake tabled until March meeting.
20. Motion by Supervisor Vaillancourt seconded by Supervisor Ziegler: To approve the Mineral Mining Permit Renewal for Dennis Plantenberg and to forward a letter of support to the copy to Sauk Board of Adjustment. Voice vote all aye, Motion carried.
21. Road Report presented by Patrolman Johnson, An electrical outage occurred on Coughlin court on Tuesday February 8, 2011.
21 a. Motion by Supervisor Vaillancourt seconded by Supervisor Ziegler: To approve the purchase of
3 radio’s for the amount of $1650.00. Voice vote all aye, Motion carried.
22. Chairman report- Contact a few assessment companies for quotes. Entertainment Ordinance to be reviewed March agenda.
23. Commission reports:
a. Plan Commission- Meeting scheduled for March 10, 2011 at 6:00pm.
b. Police Commission- no report
24. Committee Reports:
a. Ambulance-The Reedsburg Ambulance is now a Paramedic Service. Chairman Brey will need to formally sign the Entity status at the next meeting.
b. Emergency Government- work on an emergency plan for local entities.
c. Fire Department- Radio tower on the Fire Department building was damaged from falling snow and ice may need to be replaced.
d. Hwy Safety-nothing to report
e. Insurance-nothing to report.
f. Lakes-nothing to report.
g. Personnel Committee- nothing to report
h. Road Construction-nothing to report.
i. Uniform Dwelling-nothing to report.
j. Town Recycling Center Committee- Alliant was notified to schedule the site for electric power. Manthey recycling company needs a new key for the recycling site. Job descriptions and policies for the recycling center.
k. Fence Viewing-nothing to Report
25. Motion by Supervisor Ziegler seconded by Supervisor Vaillancourt to adjourn. Voice vote all aye. Motion carried.
