The town meeting may act with authority only on those things authorized by State Statute 60.10(1)
The powers of the town meeting are of three types: (1) direct powers, which authorize the town meeting to direct certain actions and activities, such as the authority to levy a tax and the power to combine certain offices, e.g., that of town clerk and treasurer; (2) directives or grants of authority to the town board, such as authorizing the town board to adopt the local tax levy or purchase land or buildings; and (3) authorizations to the town board to appropriate money for specific purposes, such as the conservation of natural resources or civic functions.
